The Halo 3: ODST campaign was officially released as DLC for The Master Chief Collection on May 30, 2015. Players not eligible for the free DLC can purchase the ODST campaign add-on for $4.99 USD. On June 10, 2020, it was announced that ODST’s Firefight mode would be joining The Master Chief Collection in Summer 2020.

So if we’re talking about story continuity and what game we would play first story wise, we should play Halo 2, ODST and then Halo 3. For the extra question though, ODST is not that hard and is about the same difficulty as Halo 3 IMO.

Are ODST better than Spartans?​

As much as I love the ODSTs, Spartans are just far superior in training, armor, augmentations, etc. It’s not really much of a contest. If you went by gameplay (ODST : Halo Trilogy) then maybe the ODSTs would have a fighting chance. But, canonically, not even a question.
